His name is Shinichiro Fukusaki. He is an elite judge who has also served as an investigator at the Supreme Court. In December 2015, Fukusaki was assigned to the Osaka High Court as his final workplace. In the year and a half leading up to his retirement, as presiding judge, he overturned one guilty verdict after another in the first instance. He issued a series of "innocent" verdicts. The conviction rate in Japanese criminal trials exceeds 99%. An acquittal in the first instance is rare, but an "innocent" verdict in the second instance is even rarer. For this reason, he was featured in a weekly magazine just before his retirement, which became a hot topic for a while, but Fukusaki himself has not spoken about it, and his true intentions remain a mystery to this day. What on earth was Fukusaki's true intention? I (the director), a qualified lawyer, became a reporter seven years ago and have been covering mainly criminal justice. I attended Fukusaki's verdict just before his retirement, and requested an interview twice after that, but I received no reply. Six years have passed since then, and now is the time when social interest in false accusations is on the rise. Is it possible to reveal Fukusaki's true intentions? Was it a kind of "accusation" made just before his retirement, or was it merely a coincidence? First, I collected and read through the rulings of Fukusaki's time as presiding judge of the Osaka High Court. I found that he boldly resumed a hearing on a major case that had been halted for several years, and in another case, he took his time to hear the defendant's side of the story to the end. Furthermore, various aspects of Fukusaki came to light, such as his strong insistence on his own interpretation of the law in a minor case. What kind of person is Fukusaki really? I decided to visit people related to Fukusaki to find out his true intentions.
