The case of Y Quynh Bđap, an activist and co-founder of the Montagnards for Justice organization, who is at risk of being extradited to Vietnam, is being seen internationally as a test for Party General Secretary and President To Lam and for Thailand’s new Prime Minister Paetongtarn Shinawatra. For decades, Thailand has been a haven for people fleeing war and political persecution in countries across Southeast Asia and beyond. However, there is no formal protection from the Thai government for refugees. In some cases, like that of Bđap, the Thai government cooperates with foreign governments to detain and deport dissidents, in exchange for the deportation of Thai activists on the run.
