Francis Truong Buu Diep was born on January 1, 1897 in Con Phuoc parish, Long Xuyen diocese. He was martyred on March 12, 1946 in Tac Say, during a period of turmoil and tension between local political and religious forces. He is now resting at Tac Say church, Can Tho diocese. For many years, countless pilgrims have visited Father Diep. They come from all walks of life, with all spiritual colors, and from all parts of the country. These are spontaneous and voluntary pilgrimages. They share a common view: Father Diep is a brave person, who loves to help others. The social situation in 1945-1946 was turbulent, with war and people fleeing, the Superior of Bac Lieu diocese, Peter Tran Minh Ky, and even the French priests advised him to go to Bac Lieu to hide, and when the situation was stable, he would return to Tac Say parish, but he replied: "I live among the flock and if I die, I will die among the flock, I will not go anywhere". On March 12, 1946, he was arrested along with over 70 dignitaries and parishioners of Tac Say parish, herded and locked up in the rice barn of Mr. Giao Su's house in Cay Gua. They intended to kill everyone, but he said that he was the shepherd of those sheep, so he asked to die in place of his sheep. They accepted. Everyone was released, but he was taken away to be executed. People in the parish said that that night he came back in a dream to let the dignitaries in the parish know where they had dumped his body, in the pond behind Mr. Giao Su's brother's house. The dignitaries secretly brought his body back to bury it secretly in the sanctuary of Khuc Treo church (Mr. Su's house belonged to Khuc Treo parish, so it was more discreet than moving it to Tac Say). In 1969, his remains were exhumed and moved to Tac Say church, where he had been the pastor for 16 years and was the second parish priest of Tac Say parish. The first anniversary was organized by Father Anton Vu Xuan Vinh in 1979 with about 30 people attending from surrounding parishes. Ten years later, in 1989, his tomb was renovated into a small, corrugated iron-roofed mausoleum behind Tac Say church and was inaugurated on June 4, 1989. In the early days, the number of people attending the prayers was very small, but gradually the number of people receiving blessings through Father Diep's intercession increased. and they spread rumors about his miracles, so many people, both Catholic and non-Catholic, in the country and abroad, flocked to Tac Say to pray to him. The number of pilgrims on the anniversary of his death increased, reaching tens of thousands of people, and not only on the anniversary but also regularly throughout the year. Therefore, since January 21, 1997, the Bishop of Can Tho officially established the Franciscan Mission Center in Tac Say.
