If you want to take a picture outside during the day without an ND filter with a long shutter speed, you will not get shutter speeds longer than half a second despite your lowest ISO and smallest aperture. If you still want the 'blur' effect of a longer shutter speed with clouds and flowing water, then assemble multiple photos with a 'short' shutter speed into an image with a long shutter speed.
