Born in Mozambique, he lived until the age of 18 between Mozambique and São Paulo, until he came, at the age of 18, to Lisbon to enter the Naval Academy and built a career of excellence, with emphasis on commanding submarines and implementing technological innovations in the Navy. His rise to the rank of Admiral was not without controversy, especially when he assumed the role of Chief of Staff of the Navy in 2021, a moment that tested both his leadership skills and his resilience to political decisions. In addition to his vast military experience, the Admiral stands out for his innovative vision and commitment to exploring the potential of the sea as a new economic and technological frontier. He believes that the Portuguese Navy should be a catalyst for the sustainable development of the ocean, arguing that the future involves the intelligent exploration and occupation of this maritime territory, which corresponds to two thirds of the planet. With a passion for Mathematics, Physics and Computing, Gouveia e Melo has been an advocate of the integration of new technologies, such as artificial intelligence and robotization, into naval operations, promoting a more efficient Navy prepared for the challenges of the future. Throughout his career, the Admiral has always demonstrated a keen sense of leadership, often adapting his style to the most critical situations. During his command of the Task Force, for example, he chose to wear the military uniform in public as a way of demonstrating seriousness and commitment, reinforcing the population's confidence in a time of crisis.
