This building was part of the complex of ministries built during the period of collaboration and Italian occupation of Albania in the 1930s. Earlier, in the 1960s, the old bazaar of Tirana had been demolished to make way for the construction of the New Palace of Culture, while in 1968, on the occasion of the 500th anniversary of the death of Skanderbeg, in the main square of the city, the statue of Stalin was removed to place the monument to the national hero, Gjergj Kastrioti. But in the mid-1970s, a new plan for the center of Tirana was approved, which envisaged 7 buildings and monuments. Specifically, in the 1976 plan, the center of Tirana would have these buildings and monuments, most of which were of communist-style architecture: 1-The National History Museum, still unbuilt 2.The Freedom Monument, still unbuilt 3.The Palace of Culture, built in the 1960s 4.The main hotel, unbuilt but which would be built later and would be named Hotel Tirana 5.The Executive Committee of the Tirana District, which was planned to be built between the entrance of Durrës Street and Kavajë Street 6.The Bank, which was a building built during the Italian period 7.The Skanderbeg Monument, which was placed in 1968. On this project for the center of Tirana, concrete work also began in the late 1970s for the construction of the National Museum and an unusual monument in terms of its size, which would be placed in the center of Skanderbeg Square, risking overshadowing even the monument to the hero who had given the square its name.
