This is for two main reasons: first, everything we learn from braking at those speeds directly transfers to higher speeds. There are a few details that we will discuss today, but in general, everything remains the same. Second, the most obvious reason I focused on lower speeds for the braking exercise is that it is very difficult to find a space big enough to practice braking at really high speeds.
