Colonel Pham Ngoc Thao (1922-1965) was a strategic intelligence officer planted by the Democratic Republic of Vietnam into the ranks of the Republic of Vietnam government to secretly operate. During the first Republic of Vietnam, he was a national army officer who was highly trusted by President Ngo Dinh Diem's brothers and appointed as the Governor of Kien Hoa Province (today's Ben Tre). Throughout his career, Colonel Thao participated in many military coups that destabilized Saigon's political scene. By mid-1965, the Republic of Vietnam government considered him a dangerous figure of the regime, so they ordered the police to hunt him down, arrest him, and eventually kill him at the Military Security Department.
