The decisive step, which influenced the formation of not only Birštonas, but also other Lithuanian resorts in the interwar period, was taken in 1924, when the Department of Health signed the first contract, by which Birštonas was handed over to the Lithuanian Red Cross Society for 36 years. The resort was handed over to this public organization with 35,000 litas in the town's treasury and all existing infrastructure. The vision that Birštonas should become famous exclusively as a health resort not only in Lithuania, but also abroad was supported by both the Red Cross organization and the appointed administrator of the resort, Dr. Jurgis Venckūnas. It was proposed to re-plan the resort on the example of German resorts - by dividing the area into functional zones. The plan was to combine the wellness activities and accommodation into a single, enclosed spa campus, so that the resort could operate year-round. Until the 20th century At the beginning of the 1940s, Birštona was mostly visited by victims of the First World War and those suffering from serious illnesses. For this purpose, new hospitals and sanatoriums were established in the area, natural resources were used, and equipment adapted to them - bivouettes and spring cabins. Due to the relatively compact territory of the spas, the historical part of Birštonas has mostly been built with hotels and residential houses. Although there were only a few villas in this part of the resort, compared to Palanga, in their architecture you can feel the typical features of the interwar era and, in rare cases, forms reminiscent of the historical past of the region.
