It was under his watch that the second conflict in Chechnya was waged. The Russian leader decided to wage a brutal war in which he did not spare even children. Among the victims of Russian air raids were even infants. Terror was almost immediately introduced in the area occupied by Russian soldiers. In retaliation for the repression, the Chechens organized bombings. The most famous one took place in the theater center in Moscow.
