The difference between Direct and Indirect Administration is as follows: Direct administration is made up of bodies directly related to federal entities, such as the Union, States, Federal District and Municipalities. They are subordinate to the head of the executive branch to which they belong (the head of the executive branch is the president of the republic, the governor or the mayor). Direct administration is centralized. Public services are provided directly by bodies that are part of the government (whether federal, state or municipal), and this can happen through secretariats or ministries, but which are part of the structure of the Union, States, Federal District or Municipalities, always directly. Meanwhile, Indirect Administration is decentralized, that is, they are legal entities separate from the federal entities. These entities are created as mechanisms of specialization, so that they can provide a specific activity, with greater autonomy in relation to the central entity. They are entities that have their own legal personality, including their own CNPJ. In Direct Administration, we have BODIES, and in Indirect Administration, we have ENTITIES.
