HOME WHY DOES ECOWAS FEAR WITHDRAWAL FROM THE ESA? SUBJECT 1 CEMAC: WHAT CAN HEADS OF STATE DO AGAINST THE THREAT OF DEVALUATION OF THE FCFA? 8 years after the last warnings about the risk of devaluation of the FCFA in the CEMAC zone following the drastic fall in oil prices, the presidents of the sub-region are once again convened this Monday, December 16 in Yaoundé to find concrete mechanisms to continue to benefit from disbursements from international donors. Cameroon, Congo, Gabon, CAR, Chad and Equatorial Guinea, which make up this area, have worrying macroeconomic indicators according to the International Monetary Fund. According to World Bank data, economic growth in the Cemac region has slowed to 1.7% in 2023, compared to 3.1% in 2022. And during the last Monetary Policy Committee of the Bank of Central African States (Beac) last September, Cemac's foreign exchange reserves were estimated at 6,539 billion CFA francs (or 4.5 months of imports), down 5% year-on-year, but at the beginning of the year, Beac was counting on a reduction of only 2.7%. Clearly, the Cemac zone is importing more and more. However, some voices are being raised to denounce what could be perceived as the discreet influence of France behind this threat of devaluation in view of the diplomatic orientations taken in recent years by all CEMAC countries. •How can we explain the IMF's incessant threats of devaluation on the CEMAC zone? •With countries with rich soil and subsoil. Can international donors stop supporting CEMAC countries? Can the IMF act on another devaluation of the CFA franc that could lead to its fall within CEMAC? •Does France want to continue to put pressure on CEMAC countries that show a desire for emancipation from French supervision through the IMF? SUBJECT 2 WILL AFRICA EXPERIENCE A NEW WAVE OF INSECURITY AFTER THE FALL OF BACHAR AL-ASSAD? Now a major ally of the African continent with whom it maintains multifaceted cooperation, the Western press has been announcing since the fall of the Syrian regime the collapse of the Russian myth about its ability to help its partners deal with terrorist movements. •Has Russia failed in its obligations towards Bashar al-Assad? Can Africa be concerned about the promotion of terrorists by the United States in order to build the greater Middle East? •Is Russo-African COOPERATION sufficient to oppose new transnational insecurity that the continent could experience?
