Political scientist Vafa Guluzadeh, who gave an interview to Radio Liberty's Famous program, tells some secrets of Soviet and Azerbaijani diplomacy. Who is Vafa Guluzadeh? Vafa Guluzade was born in 1940 in Baku. He graduated from the Faculty of Oriental Studies of Azerbaijan State University in 1963. He conducted programs in Arabic on Azerbaijan radio for two years. In 1962-1964, after studying at the graduate school of the Institute of Oriental Studies of the USSR Academy of Sciences, he successfully defended his thesis and received the scientific title of candidate of philological sciences. In 1970, he started working as an attache at the USSR Embassy in Egypt. At the time of the Arab-Israeli war, he participated in the meeting of the Egyptian President Anwar Sadat with the Minister of Foreign Affairs of the USSR Andrey Gromyko. In 1973, Vafa Guluzade started working in the Central Committee of the Communist Party of Azerbaijan. In those years, he graduated from the Academy of Social Sciences under the Central Committee of the Communist Party of the Soviet Union. Guluzade, who was returned to diplomatic service, was sent to the USSR Embassy in Algeria as a consultant. Vafa Guluzade returned to Azerbaijan in 1990 and worked as a state adviser on foreign policy of the Republic of Azerbaijan during the reign of Abulfaz Elchibey and then Heydar Aliyev, and closely participated in the formation of Azerbaijan's foreign policy. He was a member of the Security Council of the Republic of Azerbaijan until his resignation in 1999. He actively participated in the negotiations on the settlement of the conflict in Nagorno-Karabakh. He led the delegation during Azerbaijan-Armenia negotiations, participated in OSCE summits, international conferences held in Geneva (1984) and Istanbul, and NATO meetings.
