Furui Toshiro (Yamanishi Jun), the mayor of the city where Teikoku Finance is located, is in the middle of an election campaign. In order to somehow win the bidding against his rivals, Furui asks for a loan of 50 million yen. Furui says that if he wins, he can easily repay the loan using his vested interests, but Kuwata and his friends, who think that it will be difficult to win, set their sights on Nekoda (Sakaguchi Ryotaro) and Komori (Nakamura Genki), city hall employees who were promoted with the help of Furui.
