The customs officers are hunting for contraband: alcohol and cigarettes, souvenirs and consumer electronics – anyone entering from a non-EU country must expect to have their luggage checked. With 150,000 passengers a day, only random checks are possible. Nevertheless, the customs officers' hit rate is high: the language student who has a lot of clothes from the USA in her luggage, the tourist who bought a laptop in India, the business traveller who bought his laptop in Russia three years ago – they have to pay the German VAT and possibly even a penalty surcharge because they did not declare their purchases properly. While Goussin and Kuhn mainly collect small amounts, customs investigations are about big money: a third of all drugs seized in Germany every year are discovered at Frankfurt Airport: by dogs that sniff out luggage, but also in the International Post Center, where customs specialists remove an average of one kilo of drugs from airmail every day.
