At around 7:30pm on the 27th, a fire broke out in a six-story apartment building in Koishikawa, Bunkyo Ward, Tokyo, near Tokyo Dome. The incident occurred in a densely populated residential area about 300 meters from Korakuen Station on the Tokyo Metro. According to the Tokyo Fire Department, a shed-like building on the roof of the apartment building caught fire. According to the Tokyo Fire Department, a household of four people lived on the roof, and although one person was visible, it is unclear what became of him afterwards. They later managed to contact two of the four people. It is possible that the remaining two were unable to escape in time. A phone call was made to someone living nearby. A local resident said, "I was at home doing housework when I smelled something burning, so I went out onto the balcony and found a fire nearby.
