The reality of the numbers is relentless: from January to August of this year, the Brazilian public sector recorded a deficit of R$86 billion and the debt-to-GDP ratio exceeded 78.5% – a higher ratio than the average for developing countries, of which Brazil is a part. The good performance of the GDP – above market consensus – and the positive assessment by the credit rating agency Moody's signal the virtues of the economic policy, but the rising curve in interest rates and the risk of breaching the ceiling on the inflation target are warnings that require a response from the government. The expectation was that immediately after the election, the economic team would announce a major spending cut that would demonstrate that the fiscal framework – which foresees zeroing the public deficit by 2025 – is still in place. So far, the package has not been released, nor has the Lula government signaled how and where the cuts will be applied.
