The day after the tragedy in Cetinje, the Ministry of Internal Affairs of Montenegro held an extraordinary press conference. Acting Director of the Police Administration of Montenegro Lazar Šćepanović tried to explain why the police failed to stop the murderer Aco Martinović earlier. He said that there was an error in the communication between the person who reported the shooting in the cafe, at the first location, and the police. On that occasion, the police patrol was sent to the wrong location. Martinović, says Šćepanović, committed the murders at all five locations in half an hour. He pointed out that after receiving the information, the police deployed all available resources to stop the murderer. Speaking about the profile of the murderer, Šćepanović recalled that the police had previously recommended a psychiatric examination of Martinović, after a search of his house in 2022, after which several weapons were found. At that time, he was prescribed medication therapy, and he was not referred or placed in a specialized health facility. After all, the police had no obligation to monitor Martinović, since there was no warrant for it, Šćepanović said.
