The film is based on the life of Tenório Cavalcanti, a reactionary and highly controversial politician from Baixada Fluminese, Rio de Janeiro in the 1950s. He was born in Alagoas and became involved in violence early in his life, when he witnessed his father's murder. Wielding a machine gun and wearing a black cape and top hat, he became a sort of vigilante, challenging the corrupt and powerful who ruled Duque de Caxias. His career combines the roles of politician and criminal, something that is still common today. He was seen as a defender of the people among the poorest classes due to his populist attitudes, achieving fame and fortune, while at the same time being considered a cold-blooded killer by the middle class and dominant politicians.
