By organizing the Conference “The “external bond”: between past, present and future”, the De Gasperi Foundation intended to promote reflection and debate on one of the most recurring themes in the history of the Italian Republic. An expression made famous by Guido Carli, the “external bond” actually represented during the Cold War the guarantee of Italy’s anchoring to the economic and security system of Western liberal democracies, making unprecedented economic development possible for the country and at the same time protecting its borders from external threats, in the wake of the Euro-Atlantic choice made by Alcide De Gasperi. On the other hand, critical voices indicated in the “external bond” a factor limiting Italy’s political sovereignty: a negative judgment often the result of ideological exploitation, which has continued to this day over the course of decades, fueled by the perception of a growing gap between the “external bond” and the national interest.
