The world of the 2020s is marked by unprecedented instability since the end of the Cold War. The international community, or at least the institutions of the international order and the states that compose them, are failing to put an end to the multiplication and intensification of conflicts, while the world order inherited from 1945, deemed too favorable to Western countries, is increasingly contested by the countries of the so-called "Global South". The parenthesis of Western domination of the world, at work for more than five centuries, seems to be closing. Faced with this shift, Europe is faced with crucial choices. The war in Ukraine is destabilizing its eastern flank, detaching it from Russia for a long time, reinforcing its dependence on the United States and putting an end to the illusion of peace on the continent. At the same time, the European cacophony on the Israeli-Palestinian conflict is hindering the EU's strategic ambitions. The total support of some of its members for Israel also compromises its reputation for defending human rights on the international stage and undermines its moral credibility. The continent is therefore faced with the urgent need to equip itself with a long-term strategy that is up to the challenges and transformations of the world. The EU member states still need to agree on a common vision. Are we at a decisive turning point in the history of international relations? How can we explain the end of the "Western triumph"? What place can Europe occupy in this new global dynamic? Why is it struggling to adopt a coordinated and forward-looking position in the face of the crises in Ukraine and Gaza?
