On Friday, March 13, there was a very strong wind in the Moscow region. At Domodedovo, the wind speed reached 26 m/s. Because of this, some planes were unable to land on the first approach. Also, many planes could not take off immediately due to pilot restrictions on a certain lateral wind component (as I understood from radio communications), the dispatcher reported the direction and speed of the wind, and the pilots calculated something and reported whether or not they passed the restrictions.
