The second part is about the Soviet ZID-4.5 engine that stood for more than 15 years under a canopy. PS Here in the comments they wrote to me that in principle it is impossible to start the ZID after 15 years for the reason that the flywheel poles (magneto, probably) are demagnetized. And, it turns out, the video is a lie. But while I was about to reply to the comment, for some reason it disappeared. So, I declare with all responsibility that it has not been started, perhaps even longer. 15 years is the minimum period. The engine stood under a canopy covered with a pile of garbage simply because no one needed it for its intended purpose. And the owner felt sorry to throw it away.
