The Munich Agreement: How World War II Began. On September 30, 1938, representatives of England, France, and Germany signed an agreement in Munich to divide part of the territory of Czechoslovakia. Many historians believe that if Germany's belligerent policies had been stopped at that moment, the war, and with it millions of human casualties, could have been avoided. The film uses footage from 1938 and declassified documents from the archives of the Russian Ministry of Defense.
