President Lula met with state governors on October 31 to discuss public safety. This area is experiencing a permanent crisis in Brazil, and after yet another acute chapter in this crisis (a confrontation between the Military Police and drug traffickers from the Israel Complex in Rio de Janeiro), Rio governor Claudio Castro had appealed to Lula to listen to the states. At the meeting, Lula presented a proposal prepared by the Minister of Justice, Ricardo Lewandowski, which amends the Constitution so that the federal government has a more active presence in public safety, which is currently a state responsibility. Among other things, the proposal provides that the Federal Highway Police will also work on waterways and railways, while the Federal Police would have a reinforcement in the fight against environmental crimes, organized crime and private militias.
