This week, the State Police, together with the Border Guard, announced a large-scale operation in which an illegal cigarette production network was dismantled. The factory was discovered in the Ludza region. According to unofficial information available to Latvian Television, the leader of the network detained in the summer is likely Rēzekne businessman Elmārs Laizāns.
