The population of the Rogan residential area of the city of Kharkov is several tens of thousands of people. The residential area is located within the city limits of Kharkov, mainly to the south of the Southern Railway line Kharkov-Chuguev-Kupyansk and mainly to the east of the Ring Road. The urban district Rogan, in turn, is divided into the following areas: the industrial zone Rogan (from the south-western side of the Kharkov-Balashovskaya railway); Horizont (Ukrainian: Обрій) is a residential area located in the Industrial district of the city of Kharkiv, located in the eastern part of Kharkiv, on the ring road. It is part of the historical district of the city Rogan. The microdistrict is divided by Serhiy Gritsevets Boulevard into two parts: Gorizont-1 and Gorizont-2. The microdistrict is located on the outskirts, while the territory adjacent to the microdistrict is planned for active development, the microdistrict is located a few minutes' drive from the Industrial metro station and has the necessary infrastructure [1]. The stopping point of the Southern Railway - Obriy (previously - platform 24 km) was named after the Ukrainian name of the microdistrict. Since 1930, and during the Great Patriotic War, a military airfield was located on the current site of the microdistrict - Rogan (airfield), which in the post-war period was the airfield of the Kharkov Military Pilot School named after S. I. Gritsevets. Closed in 1972. The development of the microdistrict began in the early 1990s. At first, according to the design documentation, it was built as various microdistricts "Gorizont-1", "Gorizont-2", etc.[3]. Part of the microdistrict was not completed, so it looks like a semicircle rather than a circle.
