Clean and prepare the soft leaves and small chili pepper ends. 2. Fill a bowl with water and soak in 3 tbsp baking soda and 3 tbsp vinegar for 3 minutes, then rinse in water several times. 3. Soak the red pepper leaves in 4 tbsp sea salt for 30 minutes. 4. Dissolve 200ml of anchovy stock and 3 spoons of glutinous rice flour to make a paste. 5.
