According to official data, 112,000 people have left dozens of border towns and villages — and it is unknown how many people remain under occupation. Many of those who managed to leave ended up in Kursk. At first, the refugees were confident that they would soon return home. But it soon became clear that a humanitarian corridor for civilians was not even being discussed, and the money allocated by the Russian government to help refugees was running out. In November, residents of Sudzha and other occupied towns and villages held a protest on the main square of Kursk — after which local officials promised to solve all the problems (but have not yet done so).
