Four unwanted operatives are moved into an old abandoned police department: Yegor Ozhogin, who drank heavily after his wife's death, Anatoly Davydov, whose hussar campaigns did not please his high-ranking husband, Mikhail Belsky, who was too good at calculating his superiors' expenses, and the naive orphan Sergei Matyukhin, who regarded his appointment to the department as a promotion. Obviously, not all of the operatives were eager to go work in the new district of Vasilkovo, cut off by the railway "ring". The locals nicknamed the operatives' place "House with the Cops".
