In the federal government, we work with the states to ensure access to this resource; we will not allow it to be used politically during the election season or for it to be handed over to large companies, as occurred during the neoliberal period. In coordination with authorities from Mexico City, the State of Mexico, and Hidalgo, we are developing solutions and agreements. We know the situation regarding water very well. Well maintenance is in process and new ones are being drilled at the same time based on a plan and studies. Another solution is to invest in repairing pipelines and distribution systems to prevent leaks. There is sufficient extraction capacity at the Felipe Ángeles International Airport and Santa Lucía Military Air Base No. 1 in the State of Mexico, which will contribute to the supply. Twenty years ago it was discovered that all the city's water was channeled to Hidalgo through the Great Drainage Canal, built during the time of Porfirio Díaz. Nature did its job and an aquifer was created in the Mezquital area and in the border area of Hidalgo with the State of Mexico with good potential. We have experience in bringing water to the regions where it is most needed. For example, in one year we resolved, with authorities from Nuevo León and businessmen, the water shortage in the metropolitan area of Monterrey; currently the additional supply is 5,700 liters per second thanks to the construction of the El Cuchillo II aqueduct, which provides the population with surface water. Acapulco, in Guerrero, is also an example; the problem of water shortages was solved as part of the actions to assist the population after Hurricane Otis. To date, the inhabitants have more water than they had before the natural disaster because they repaired equipment during the application of the emergency plan. We recently signed an agreement that will prevent the irrational extraction of water in Cuatro Ciénegas, Coahuila. The constitutional reform to article 4 establishes that water will be preferably for the use of people and prohibits concessions in areas of scarcity or drought. We present details of the initiatives that we sent to the Legislative Branch that prohibit open-pit mining activities, fracking, transgenic corn and animal abuse. We reiterate the call to the UN to speak out regarding armed conflicts. We condemn the fact that the United States Congress allocates so much money to war and not to the solution of the migration problem. Our position is to call for an end to the warlike aggression that has caused the death of innocent people.
