In 1982, he created "OhagiMyoga Village," a community where people with and without disabilities live together. Today, Myoga Village has spread across Shiga Prefecture and has grown to about 200 people in 20 households. As the issue of abuse has become more serious, the former "village for people with disabilities" has changed into a "village for people living with foster children" entrusted by the government. Takagi has become a foster parent and adoptive father for children with complicated circumstances. Furthermore, after the Great East Japan Earthquake, he visits Tohoku every month and looks after children who can no longer live with their parents as a foster parent. Aiyumi (23) is a resident of the group home for people with disabilities where Takagi lives. After being abused by her parents, she was sent to Myoga Village when she was in the second grade of elementary school. Takagi laughed off Aiyumi's mistakes shortly after she arrived. "How can you take care of a child who is not related to you by blood?" Aiyumi asks, and Takagi answers, "Because they took good care of you." Takagi was left in the care of foster parents immediately after birth and grew up without knowing her real parents. That is why she sees herself in the foster children and wants to protect them. Takagi has a family photo of Aiyumi's mother on display at the Buddhist altar. Her mother took her own life seven years ago. Aiyumi offers coffee to the Buddhist altar every morning, but she never prays. However, by raising dogs with care and in the supportive environment of Myoga Village, she gradually develops a warm heart that cares for others. Takagi had heard about Aiyumi's upbringing from her mother. It was a painful past. Despite wanting to be a good parent, her mother continued to abuse her. Takagi has been watching over Aiyumi so that she can regain her feelings for her late mother. After her mother passed away, Aiyumi wrote a song called "To You in the Night Sky." The lyrics contain the words she was never able to tell her mother.
