Auditor General Janar Holm introduced the annual report of the National Audit Office "Five years of the activity-based state budget: results of the reform and necessary further decisions" to the committee. In addition to the auditor general, Sven Kirsipuu, vice-chancellor for budgetary policy of the Ministry of Finance, Eneken Lipp, head of the budget development department of the Ministry of Finance, Kadri Tali, head of the state budget department of the Ministry of Finance, academician Jaak Aaviksoo, economist Heido Vitsur, member of the Riigikogu Aivar Sõerd, auditor general of the National Audit Office Märt Loite and auditor of the National Audit Office Ermo Liedemann were invited to the session of the special commission.
