Not only can I but I should use the DPS between phase and neutral when the grounding scheme is TT and the DPS is before (upstream) the IDR (residual differential switch). Let's go into a little more detail so you can understand the concept and importance of connecting the DPS between phase and neutral in this type of scheme. The NBR-5410 standard has three possible connection schemes for the DPS, it presents a flowchart that will direct you to which scheme you should use depending on the answers to the questions in this flowchart. If your answers led you to scheme 3, then you have to connect the DPS between phase and neutral and I will explain why. Let's imagine the traditional DPS connection where I connect the 3 phases and the neutral to the DPS and then connect them all to ground through the protective conductor (grounding). If your grounding scheme is TT and your DR is after the DPS then I have two problems: 1 - If the neutral DPS shorts out I transform your TT scheme into TN by placing the neutral directly interconnected to ground through the DPS; 2 - If the DPS of one of the phases shorts out I will have a leakage current that may be low enough not to cut off the circuit breaker, but high enough to kill a person in contact with equipment casings that will be energized. Now let's imagine the connection scheme 3 of the NBR-5410 standard where I connect the 3 phases to the DPS and then connect all of them to the neutral, then I connect the neutral to a DPS that is connected to ground through the protective conductor (grounding). It is also recommended to use a spark gap type DPS for the connection between neutral and ground and that this DPS has a higher supportability than the phase DPS (details in NBR-5410). If your grounding scheme is TT and your RCD is after the DPS, this type of connection is mandatory and will solve two problems: 1 - If the neutral DPS shorts out, I will transform your TT scheme into TN, but the chances of this happening are remote, considering that the DPS used is extremely robust and has a much longer useful life than the phase DPS; 2 - If the DPS of one of the phases shorts out, I will have a short circuit between phase and neutral that will trip the circuit breaker and section the circuit, preventing leakage currents from appearing in the equipment housing. As we always like to say here on the channel, nothing in the NBR-5410 standard is by chance and the only way to guarantee safety in electrical installations is to follow the recommendations of NBR-5410.
