In the Wallonia-Brussels Federation, nearly 6,500 children live in foster families or institutions. In total, youth welfare services look after 40,000 children. The main reasons for placement are drug addiction or alcoholism of one of the parents, intellectual limitations or mental illness, or (suspected) acts of neglect or abuse. Most of the children placed come from precarious families whose parents live on replacement income. In many cases, these placements are justified: the families could no longer guarantee living conditions compatible with human dignity. Others were in real danger. But it happens that some parents, who just needed temporary help, find themselves separated from their child for several years. Some children are placed when other solutions were possible. Conversely, we have also encountered children who are not placed, even though they are clearly in danger. Our teams met Julie: she is fighting to obtain sole custody of her son Arthur, and to prevent him from returning to his father, who abuses him. Despite evidence of sexual abuse, nothing changes.
