However, according to other international analyses, which use different calculation methods, the figure would reach almost 200 billion a year. Tax returns in Italy are almost those of a poor country, they are not in line with the level of consumption recorded in the country. In fact, it is estimated that in reality around 28% of the taxes actually due are evaded. A number that has improved in recent years but is still very high. Italy is in fact the country with the highest tax evasion in Europe, both in absolute terms and as a percentage of GDP. But why do Italians evade so much? Over time, various answers have been given to this question, defined as quantitative, structural, legislative, administrative and behavioral theses. What is known for sure is that the problem began immediately after unification. In fact, since the very first years of Italy, taxes were raised a lot. At the same time, however, controls were very lacking and there were already frequent tax amnesties. The amnesties from unification to today will be over 80. On average, about 1 every 2 years. Such high tax evasion on the one hand causes problems for the public coffers and leads governments to raise taxes to cover the costs anyway. Therefore, in fact, unloading an even greater burden on those who pay them all. Above all, however, the problems of such high tax evasion emerge in crisis situations. When the government has to intervene, in addition to having fewer resources, it will have to use data that is largely distorted. Therefore, it will not be able to act effectively to support businesses and professionals in difficulty.
