During World War II, at least 1 million people were involved in war crimes. Of those, less than 200,000 were indicted as Nazi war criminals. Of those, only about 20,000 were convicted, and less than 600 were sentenced to more than 3 years in prison. There are many reasons, but the main reason was that many of the major war criminals who were sentenced to heavy punishment left Europe.
