The answer to this question came explicitly from the words of the Prophet, may God bless him and grant him peace, who does not speak from his own desires. It is only a revelation revealed, in the hadith of Abu Razin Al-Uqaili, may God be pleased with him, who said: Where was our Lord, blessed and exalted be He, before He created the heavens and the earth? He said: He was in the clouds, above which was air and below which was air, then He created the Throne and then He established Himself on it. Narrated by Al-Tirmidhi, Ibn Majah, and Al-Bayhaqi. Al-Tirmidhi authenticated it in one place, and Hasan in another place, and Al-Dhahabi authenticated it.
