During the Vietnam War, facing the prospect of failure of the Special War strategy, in May 1964 the US sent a high-ranking military delegation led by Secretary of Defense McNamara to inspect the battlefield in South Vietnam and plan a war strategy to deal with the increasingly powerful Liberation Army. In contrast to the warm welcome of the Republic of Vietnam government, the Liberation Army welcomed this military delegation with an assassination by the Saigon Special Forces. But in the middle of the capital Saigon with tight security, filled with secret police forces, the plan to place mines on Cong Ly Bridge to assassinate McNamara on the way was exposed and failed. The person directly involved in the assassination, Nguyen Van Troi, was arrested and later executed by the Republic of Vietnam government at Chi Hoa Prison.
