The coronavirus pandemic that has brought economic activity to a halt worldwide has led governments to inject substantial resources into programs to support businesses and preserve income for the most vulnerable populations. In Brazil, emergency aid has supported millions of people who were working informally. Although necessary, the fiscal cost of these programs is high, putting even more pressure on Brazil's already weakened public finances. With the aid set to end at the end of this year, the government is looking for alternatives to finance a new assistance program, initially called Renda Cidadã, but there is a major impasse over how this will happen without breaking the spending cap. With municipal elections coming up, and an eye on the 2022 presidential election, there is strong pressure to increase spending, with no prospect of increasing revenue in the short term.
