When MOX fuel was being delivered to the Takahama Nuclear Power Plant in Fukui Prefecture, a checkpoint was set up on the prefectural road just before the plant in the name of anti-terrorism measures. When asked to explain the legal basis for the checkpoint, they refused, saying it was voluntary.
