Art. 2º Law No. 9,394, of December 20, 1996 (Law of Guidelines and Bases of National Education), shall come into force with the following amendments: “Art. 3º ................................................................................................................... XV – guarantee of the right of access to public information on education management.” (NR) “Art. 5º § 1º V – guarantee parents, guardians and students access to the results of quality and school performance assessments in educational institutions, directly carried out by it or in partnership with international organizations. “Art. 14-A. The Union, the States, the Federal District and the Municipalities shall adopt, as management principles for their educational networks, transparency and access to information, and shall make available to the public, in electronic form, accessible information regarding: I – number of available and filled vacancies per educational institution, waiting list, when applicable, in order of placement, and, in the case of federal institutions, specification of the reservation of vacancies, in accordance with Law No. 12,711, of August 29, 2012; II – scholarships and grants for study and research granted to students, professors and researchers; III – completed and ongoing research, extension and technological innovation activities or projects, in the case of higher education institutions; IV – statistics related to student flow and performance; V – physical and financial execution of programs, projects and activities directed at basic and higher education financed with public resources, tax waivers or tax, financial or credit subsidies, broken down according to the name given to them in the legal diplomas that instituted them; VI – professional and academic curriculum vitae of those holding management positions in educational institutions and members of education councils, in compliance with the provisions of Law No. 13,709 of August 14, 2018 (General Law on the Protection of Personal Data); VII – agendas and minutes of meetings of the National Education Council and of the education councils of the States and the Federal District.” “Art. 56. Public higher education institutions shall comply with the principle of transparent and democratic management, ensuring the existence of deliberative collegiate bodies, in which segments of the institutional, local, and regional community shall participate. “Art. 72. Revenues and expenses for the maintenance and development of education shall be determined and published: I – in the balance sheets of the public authorities and in the reports referred to in § 3 of art. 165 of the Federal Constitution; II – on the websites of the Ministry of Education and of the public education management bodies of each subnational federated entity. Sole paragraph.
