While the SPD promptly offers the CDU leader negotiations on a reform, the FDP is insisting on the debt rules and accusing the Union parliamentary group leader of loosening the rules in the direction of the SPD and the Greens. The Greens are demanding clarity from Merz. And CDU General Secretary Carsten Linnemann is trying to end the discussion. Linnemann rejected an SPD proposal for reform talks. "The CDU stands by the debt brake, without ifs and buts," he told the German Press Agency in Berlin. Merz "said nothing else, even if the SPD tries in vain to interpret something into it." Merz had said the day before at the "Süddeutsche Zeitung" economic summit that only some articles of the Basic Law were unchangeable. "Of course we can talk about everything else." The debt brake is a technical issue, he added, adding: "Of course it can be reformed. The question is: why? For what purpose? What is the result of such a reform? Is the result that we spend even more money on consumption and social policy? Then the answer is no." Merz continued: "Is the result: it is important for investment, it is important for progress, it is important for our children's livelihoods? Then the answer may be different." So far, the CDU/CSU and FDP at the federal level have clearly rejected any relaxation of the debt rules anchored in the constitution.
