Rıfkı is someone who can predict when it will rain well due to the rheumatism in his knees. The villagers hope for help from a sheikh named Arif Efendi and go out to pray for rain. However, Rıfkı tells these people that it will not rain today. In the meantime, Sabri is constantly trying to get Rıfkı to leave the village. Rıfkı says that it will rain on a sunny day, the villagers do not believe him and make a bet with him. Finally, it rains. Thus, Rıfkı's name suddenly becomes a saint in the village. Rıfkı is now a very famous person. He works as a healer and opens the fortunes of old women who have been left at home. He brings the crippled to their feet by blowing them. In the meantime, some profiteers want Rıfkı to enter the village mayoral elections. However, Satılmış Ağa (Ali Şen), one of the rich people of the town who wants to be the mayor, offers Rıfkı a bribe, Rıfkı takes this money and pays all the debts of the villagers. However, he does not withdraw from the race and continues his candidacy for the chief. In the end, Rıfkı wins the chiefdom and becomes the mayor of the town. After he becomes the mayor, the people of the neighborhood see the mistakes of the tradesmen and fix all the problems. Since everything Rıfkı says comes true, the people see him as a completely wise man. One night, Rıfkı sees the hour he will die in his dream and tells it to the people, everyone thinks that he will die at the hour Rıfkı says and gets sad. However, this is just a dream and Rıfkı's words do not come true. In the end, the people do not believe him and it is revealed that he is a fraud. However, Rıfkı comes out and tells the people that he is not a saint and since the people know the good things he has done, they love Rıfkı very much and they want only him to remain as mayor. Rıfkı takes back all of his father's property from Sabri, Sabri loses the property he took by fraud and is abandoned by his wife. Satılmış Ağa also loses many of his valuable properties and gold in the race for the presidency with Rıfkı. In the end, Rıfkı wins and becomes a mayor loved by the people. It is now understood by the people that he is not a fraud.
