On November 25, this year, the 2nd Conference of the Patient Organization THE VOICE OF PATIENTS took place, which is part of the project PATIENT AS A SUBJECT OF THE HEALTH CARE SYSTEM implemented by the SANITAS Oncological Association. The aim of the project is to increase the participation of patient representatives in creating law in health and the functioning of the health care system. During the conference, we gave the floor to the leaders of patient organizations, who presented postulates for systemic changes in health care - said Anna Nowakowska, president of the SANITAS Association. 1. INTRODUCTION OF THE PATIENT'S QUALITY OF LIFE INDICATOR IN THE ASSESSMENT OF DRUGS Among others, the use of tablet and subcutaneous therapies will enable treatment in an outpatient clinic or at home, which allows patients to lead a normal family life or work and has an impact on reducing indirect costs and reversing the pyramid of benefits. RULES OF REIMBURSEMENT OF COMBINATION THERAPIES We hope that the amendment to the Reimbursement Act will bring positive changes, facilitating the reimbursement of combination therapies, because we encounter numerous legal and financial barriers in this area. SHORTENING THE PROCESS OF IMPLEMENTING MEDICINES AFTER REIMBURSEMENT The time from the reimbursement of a drug to its availability is several months. During this period, patients cannot use treatment under the RDTL. This situation could be solved by an order of the President of the National Health Fund introducing a short deadline for the implementation of competitions and enabling the use of RDTL until at least 1 facility is contracted in 50% of the provincial branches of the National Health Fund. CONVALESCENCE STAYS AND SELF-REHABILITATION Patients after treatment for cancer - but also for other diseases - need a stay in a convalescence stay, the preparation for which could be the introduction of a self-rehabilitation program for patients conducted during treatment in hospital. MENTAL HEALTH CENTERS AND PSYCHOLOGICAL EDUCATION Developing a mental health care system based on the Mental Health Center model tested in the pilot. Conducting activities for the family, in which someone experiences a mental crisis and expanding the forms of assistance. PARTICIPATION IN CLINICAL TRIALS ABROAD The possibility of Polish patients participating in clinical trials in other EU countries and supporting patients, e.g. by concluding international agreements on insurance. This is important in the case of rare and ultra-rare diseases. We are also able to go beyond the narrow scope of our problems, presenting postulates for systemic changes. We do not speak from a demanding position, nor from the position of a petitioner, because we come not only with problems, but also with proposals for their solutions, which are the result of our experience and knowledge of the disease. They are rational from the point of view of the patient and the benefits for the system. It is a pity that the decision-makers were not with us, but their roles were played by the leaders Aleksandra Wilk and Kacper Ruciński, which confirmed our subjectivity in the health system - summed up Aleksandra Rudnicka, the initiator of the conference. 2nd WORKSHOP PATIENT AS A SUBJECT OF THE HEALTHCARE SYSTEM The Voice of Patients conference was accompanied by the 2nd Workshop Patient as a Subject of the Healthcare System with the participation of leaders 23. The workshops were preceded by a debate on the definition of patient organizations and the need to establish a nationwide, umbrella organization that would be the common voice of patient organizations from various areas of medicine. The debate was attended by: MAREK AUGUSTYN Deputy President of the National Health Fund, JAKUB BYDŁOŃ Director of the Social Dialogue Department of the Ministry of Health, MARZANNA BIEŃKOWSKA Deputy Director of the Social Dialogue and Communication Department of the RPP Office, JOANNA PARKITNA Director of the Medical Technology Assessment Department of the AOTMiT, PIOTR FRĄCZAK Coordinator of the National Advocacy Program OFOP. The results of a survey among leaders of 23 organizations on the definition of a patient organization were presented. 15 leaders recognized that there is a need to give a separate statute to patient organizations, and a patient organization can be considered one in which patients and their caregivers are the majority; 7 leaders did not have a specific position, one spoke out NO. The workshop participants presented the needs of patients supported by their organization to decision-makers.
