The Republic is teeming with very privileged positions. How and by whom are they awarded? Who are these men and women that the State generously rewards? How much do they cost the State? Most of them owe these golden jobs to their skills and their work: prefects, state councilors, general inspectors, financial inspectors. They influence laws and budgetary choices, they run the great machine of the State, they control the administration of departments and regions. Their salaries and benefits are commensurate with their responsibilities. But the investigation reveals that hundreds of senior civil servants obtain their position for more opaque reasons. Each year, the President of the Republic and his ministers appoint or transfer hundreds of senior civil servants not only for their merit. A way of thanking some for services rendered, of ensuring the loyalty or silence of an opponent, of offering a future to a friend in disgrace or at the end of his career. As a result, the senior civil service is home to a good number of unassigned prefects, unproductive state councilors, and sometimes incompetent inspectors general.
