The film is based on a social demand for historical reparations for the 400 years in which the black African population was violently enslaved in Brazil. Initially, the Brazilian government offered to financially compensate Afro-Brazilian citizens for the period worked without fair pay, however, it did not fulfill the promise of financial restitution and implemented a Provisional Measure in place of reparations. This is because slavery was officially abolished in Brazil on May 13, 1888, under the Lei Áurea [Golden Law]. In the United States, the Freedmen's Bureau, a government agency established by the American Congress, provided financial assistance to former slaves, with the intention of integrating them into society – although the history of the United States is complex, due to the segregationist Jim Crown laws, and the Freedmen's Bureau did not help all former slaves – however, in Brazil there was no intentional integration of the crown of former slaves into Brazilian society. The criticism of the “Provisional Measure” is based on this historical fact.
