Add butter to a pot and cook the potatoes and green onions in that order until soft. Add heavy cream, milk, and smoked salmon and cook over low heat to extract the smoky flavor. Remove the softly cooked smoked salmon, potatoes for garnish, and green onions. Boil the heavy cream and milk, grind finely in a blender, and strain through a fine sieve.
