The few protest movements are nipped in the bud and reprisals are handled discreetly. Civil society, which has been abandoned by the West and no longer receives any financial resources, is helpless in the new circumstances. 20 years of hope and effort have been destroyed. What do the Taliban want for their country? "The future is in Allah's hands," assures the new refugee minister Khalil Hakkani, on whose head the USA has put a five million dollar bounty.
