On 10 July 1997, Miguel Ángel Blanco, a councillor for the Partido Popular in Ermua, was kidnapped by three members of the terrorist group ETA, who demanded in exchange that all prisoners from the terrorist organisation be transferred to prisons in the Basque Country. The kidnapping sparked a major social reaction against ETA. On 12 July 1997, a demonstration against Blanco's kidnapping was held in Bilbao. It was the largest demonstration against ETA in history, bringing together up to 500,000 people. There were also demonstrations in San Sebastián, Vitoria, Madrid, Barcelona, Zaragoza and other cities. In total, around 2.5 million people participated in a demonstration against the kidnapping. Faced with the central government's refusal to negotiate with the terrorist group ETA, Blanco was shot in a vacant lot on the afternoon of 12 July.
